Democracy needs objective mechanisms for registration of opinions of each member of society, as well as delegation of authorities to elective representatives. The concepts "democracy", "voting", "elections" are fundamental ones, they are included into a uniform system.

Election system and voting mechanisms have been improved during centuries. As early as in the Ancient Greece and Ancient Rome during voting and votes counting elementary methods for protection against falsifications were used. Presently with development of electronic and computer technologies the basic efforts were aimed on perfection of mechanisms of processing, transfer and collection of the information regarding elections results. At the same time the number of voting results falsification methods increased, and they became more cynical, refined and closed for observers and voters.

In this connection conceptually new transparent technologies of voting by secret ballots, aimed at exclusion of any fraud opportunity and fully reviving and continuing the traditions of real democratic management, involving each member of society into this process, are undoubtedly of great interest.
